    The National Historic Landmark District covers more ground than the city's local district, and National Register listing on its own is honorary with no design review. The Historic Preservation Division confirms which applies to your address.

  2. Settle the scope from the roof, not the rulebook

    Roof findings help define the repair or replacement under consideration. Preservation staff then determine how that work fits the property’s designation and review requirements. This keeps the roofing need and the approval process connected.

  3. File the certificate that matches the work

    The city can consider in-kind repairs administratively, while a change of roofing material or chimney removal may need Commission review. Preservation staff determine the applicable route from the property and proposed work. Supply the photographs, description and specifications requested for the application.

  4. Pull the building permit separately

    Reroofing a home in Independence needs a building permit from Building Inspections, and the city currently allows only one layer of roofing. The certificate does not replace the permit, and the permit does not replace the certificate.

My house is in the National Historic Landmark District. Is that the same thing?

No. The National Park Service landmark district is a federal honor that covers more of the neighborhood than the city's local Heritage District, and the city says National Register status alone requires no local design review. Whether your address falls inside the local district is a quick question for the Historic Preservation Division.

Can I switch from asphalt shingles to a different roofing material?

Inside the local district that is a material change, so it goes to the Heritage Commission, and the review can take up to 45 days.
